Call It The Hazing Rights Act
Wanting to make sure they can enjoy more fraternity style fun with prisoners, the Bush Administration has drafted amendments to U.S. war crimes law that would exempt civilian officials and ex-military operatives from prosecution for subjecting prisoners to "humiliating and degrading treatment".
In other words, these assweeds are so determined they and their tools must be able to walk Muslims around on dog leashes and stack them up in naked pyramids that they're going to rewrite the law to make what they want to do legal.
George Bush's mental and emotional development stopped when he was a frat boy at Yale. It explains everything.

Yes of course the Clinton administration displayed none of those "fraternity" type acts -- blowjobs at the desk, drunken parties, tearing off keys to computors, stealing the furniture, sleepovers with Chcom agents, You got us Repubs there.
